CARE Homes Initiative

When we learned the threat institutional investors posed to our local housing market, we created an antidote to that threat. In January of 2022, The Port acquired 194 single-family homes from an out-of-town investor and launched the Creating Affordable Real Estate (CARE) Homes initiative. Our intent is to provide housing stability and provide pathways toward homeownership.

The HURC is dedicated to improving the quality of housing stock and increasing affordable homeownership throughout Hamilton County by providing a quality home rehab with minimal overhead. Through The Port's holistic housing strategy, HURC often complements REACH in specific focus areas of communities to provide a full range of housing options.

REACH (Rehab Across Cincinnati & Hamilton County)

The REACH program accelerates neighborhood reinvestment by acquiring and renovating pivotal blighted properties that hold neighborhoods hostage. REACH is currently working in Evanston, Walnut Hills, East and West Price Hill, and Avondale.

The Port of Greater Cincinnati Development Authority has been working to redress the legacy of redlining and help revitalize Evanston and other depressed Black neighborhoods in Cincinnati for much of the past decade." - The Cincinnati Enquirer, February 3, 2021

Hamilton County has a wealth of unique neighborhoods with valuable housing stock, but due to years of neglect and disinvestment, the financial requirements are too high for the private market. As a public agency, The Port is able to provide the subsidy needed for redevelopment and revitalization.

Self-Subsidizing Affordable Housing

This approach to residential development is an innovative, new model which we hope demonstrates a new way to build thriving, mixed-income neighborhoods without waiting for or relying on public subsidy. In partnership with the HURC and the Landbank, both managed entities of The Port, and the Cincinnati Development Fund we began this work in Mt. Auburn with the construction of six market-rate townhomes on a formerly vacant lot. The profit from the townhomes' sales will subsidize affordable housing units just up the street.
