Emilio joined The Port as Real Estate Development Manager in early 2025, where he plays a key role in managing real estate projects, ensuring compliance with city and state building codes, and fostering community engagement. He oversees project timelines, coordinates with contractors and vendors, and ensures high-quality construction processes. His expertise includes developing scopes of work, facilitating bid packages, and managing contract negotiations. Recognized for his ability to streamline processes and resolve project challenges, he actively supports community initiatives, including The Port’s home repair programs and property rehabilitation efforts. Additionally, he works closely with local stakeholders to drive equitable development and create sustainable growth opportunities for Cincinnati neighborhoods.
Prior to joining The Port, Emilio gained extensive experience in urban planning, real estate development, and building inspections. As a Building Inspector for the City of Cincinnati, he led major initiatives such as the Residential Rental Registration & Inspection program and helped with the integration of the Private Lot Abatement Program (PLAP) into the Building & Inspections Department (B+I). He was responsible for ensuring compliance with safety, land use, property maintenance, zoning as well as state & local building codes. While overseeing day-to-day inspections in both North OTR and CUF neighborhoods, he also served as the B+I liaison for all city departments and the public, helping to address complex challenges related to vacant and blighted properties. Before his role with the city, Emilio worked as an Assistant Project Manager at Jostin Construction, where he contributed to high-profile projects such as The Banks Phase 2 and GE Global HQ. He supervised subcontractors, managed MEP installations, oversaw project closeouts, and ensured cost-effective execution while maintaining high-quality standards.
Emilio holds a B.S. in Urban Planning and Regional Development from Michigan State University, along with multiple certifications, including ICC Residential and Commercial Building Inspector credentials. Actively involved in community initiatives, he serves on the WestCURC Board of Trustees, volunteers with People Working Cooperatively and the United Way of Greater Cincinnati. He is also a dedicated advocate for workforce development, participating in mentorship programs and recruitment initiatives to help build a diverse pipeline of talent in the construction and real estate sectors. His expertise, leadership, and commitment to urban improvement make him a vital asset to The Port and the region’s development efforts. In his free time he is a passionate road cyclist and a proud member of Major Taylor Cycling Club of Cincinnati. Emilio lives in Westwood with his wife Kristen, their two daughters and their two dogs.
